LEARN Welcomes Court Ruling on Bill 40 as a Win for English-Speaking Quebecers and Minority Language Education Rights

Laval, Quebec – April 4, 2025 – LEARN (Leading English Education and Resource Network) welcomes
today’s unanimous decision by the Quebec Court of Appeal, which affirms the English-speaking
community’s right to manage and control its educational institutions, as protected under Section 23 of the
Canadian Charter of Rights and Freedoms.

This important ruling supports long-standing community efforts to ensure that English-language
education in Quebec remains responsive, inclusive, and grounded in the needs of learners across the
province. LEARN works in close partnership with school boards, educators, and community
organizations to provide a wide range of educational services and supports.

LEARN joins education partners QESBA, QCGN, EPCA and others across the province in welcoming
this outcome and in continuing the collective effort to strengthen English-language education in Quebec.
